EMPACT has a core management team with knowledge, skills and experience gained from commercial, public and voluntary sector organisations:
Louise Newcombe is the Programme Director for EMPACT and joined the NHS as a graduate management trainee. Louise held various roles with provider organisations before working in senior commissioning within a number of health authorities. Louise joined North Nottinghamshire Health Authority to develop Bassetlaw Primary Care Group and became the organisation's first Chief Executive when it became a trust in 2001. Her roles includes ensuring that the region's priority work programmes are delivered to a high quality, in the most cost effective way, and that they offer savings potential and real value for money, and ensuring good corporate governance.
As Director of Commissioning Services at EMPACT, Peter Huskinson leads design and delivery of services and projects. He has been an advisor to the Department of Health for over five years on payment by results tariff development, and commissioning initiatives. Peter has been an NHS director since 2003, leading commissioning, contract management, service improvement and GP commissioning. He joined the NHS after a decade of private sector supply chain leadership in consumer electronics, fast moving consumer goods and airline industries, where he implemented technology-enabled business change to improve customer service and reduce costs.
Warren Simms has worked in both private and public sector commercial roles, focused on delivering significant savings and service change. Warren joined the NHS with Healthcare Purchasing Consortium, a supply chain excellence pathfinder procurement hub, providing greater commercial support to NHS acute trusts and primary care trusts. Prior to joining EMPACT Warren was Procurement and Market Management Lead for NHS Derby City. He is EMPACT's Programme Lead for Market Development, leading collaborative commissioning and procurement projects.
Andy Lawrence previously worked as Head of IT for Healthcare Commissioning Services, a commissioning support organisation in the West Midlands, where he was responsible for IT strategy and led the regional risk stratification project. Prior to that he held varying project and programme management roles in the NHS, local authorities and private sector organisations, including Nationwide Building Society, Vodafone and Lloyds of London. Andy joined EMPACT in May 2010 as Head of Commissioning Intelligence and leads work on online Commissioning Information Systems and analytical support for all EMPACT services.
Cat Hase has been with EMPACT since its inception. Cat previously worked at NHS Leicestershire County and Rutland in the Market Development Directorate. Cat has more than two years NHS experience and an additional 10 years experience in private and public organisations. As EMPACT's Corporate Business Manager Cat is the first point of contact for customer enquiries, and she works across EMPACT to ensure that relevant processes are in place to enable the organisation to run efficiently, tracking the progress of work against plans and expected benefits.
